Plan Co. NZ Ltd was established in 2016 by director Mark Weingarth on the back of extensive experience working in various team leader and management roles in the Resource Consent Department at Auckland Council and senior planning roles in the UK. Since 2016 Plan Co. has continued to expand its team of experienced and industry recognised planners and now boasts a team with extensive planning experience both in New Zealand and Internationally.
Plan Co.’s success and reputation is derived from our core principle of ‘helping people’. This coupled with our extensive networks of contacts across the industry, our commitment to and collaboration with all those we work with leads to obtaining favourable planning outcomes and excellent results for our clients. Plan Co. are here to assist with all your planning requirements no matter how big or small.
Our work primarily involves the preparation, lodgement and management of all types of resource consent applications as well as responsibilities associated with this. Other services include but are not limited to, assistance with due diligence, site development and feasibility advice, pre-application advice and meetings, plan changes, policy advice, and evidence preparation and presentation at Council hearings and Environment Court.

The team at Plan Co. received the 2023 ‘Client Choice Awards for Best Planning Firm’ (<30m) and were finalists for the ‘Best Built and Natural Environment Consulting Firm’ (<30m).

Our Team
Mark
Mark established Plan Co. in 2016 after working for a number years in the Resource Consents Department at Auckland Council in leadership and managerial roles.
Mark graduated in 2003 and gained planning experience in New Zealand and UK. His previous experience has formed a solid basis on which he is known for obtaining results for clients and managing complex issues through the statutory approval process. During a planning career at the coal face of regulatory work, Mark has established a reputation as a solution focused and pragmatic solver of potential hold-ups.
Mark quickly understands the needs and aspirations of those he works with and is quick to identify areas of contention yet remains focused on solutions to help his clients achieve successful and positive outcomes.
Mark is a Certified Independent Commissioner.
Janelle
Janelle completed her planning studies in 2007 and has obtained resource management planning experience, working both in planning policy and resource consents at the public and private level.
She has expertise in subdivision and resource consent planning for a range of residential and commercial developments as well as policy and resource consent experience at Environment Court level.
Janelle is pragmatic and solution focused with a proven record of obtaining results and outcomes, as well as developing purposeful relationships with clients and Council alike.
Parvati
Parvati is passionate about planning and building great liveable cities. She has over 17 years experience in all spheres of planning – resource consenting and compliance, District Plan policy, and recently more strategic work - leading work on the Wairarapa-Wellington-Horowhenua Future Development Strategy. She is an experienced people manager having previously been the Head of Planning at Hutt City Council. She joins Plan Co. as Planning Manager to support the team deliver solutions for our clients.
Parvati fell into planning at Auckland Council after completing a Masters in Environmental Science from University of Auckland in 2006 and has not looked back. She brings with her in depth knowledge of local government in Auckland and Wellington together with experience working closely with developers as Development Liaison Manager at HCC (where she oversaw development increase exponentially by busting down barriers for developers). She brings a positive, can do attitude to establish strong relationships, with clients, and the council to assist in getting developments across the line. Parvati is a Full Member of NZPI and a Certified Independent Commissioner.
Victor
Victor is an experienced urban planner with experience processing resource consent applications on behalf of Council’s within New Zealand, preparing and lodging resource consent applications and providing advice to private clients with experience in both in South Korea and New Zealand. Victor has a solid understanding of planning regulations, including the Auckland Unitary Plan and Resource Management Act and is committed to delivering accurate planning advice and quality outcomes.
Victor is an excellent communicator and team player who excels at building collaborative relationships both in and outside of his team. He is dedicated to providing excellent customer service, serving as a reliable point of contact for development projects, and always ready to answer any project-related queries.
Holly
Holly has a few years’ experience as a planner and is studying towards a Bachelor of Resource and Environmental Planning. Interests in ecology, mapping, and geophysical processes serve her well in practice. Holly has excellent communication skills and enjoys relationship building and securing positive outcomes for clients and the environment alike.
Arna
Arna has a Bachelor of Planning degree from Auckland University and completed her studies in 2009. She has over 12 years experience working in both the public and private sectors.
Arna has a vast experience in submitting and obtaining resource consents for a range of developments. This includes residential, subdivision, rural, commercial, infrastructure and industrial. She has worked on projects in Auckland and various other parts of New Zealand including the South Island.
With her extensive knowledge of the consenting process, and exceptional project management skills, Arna aims to make the process as easy as possible for her clients to navigate, all whilst achieving high quality environmental outcomes.
Margot
Margot is a friendly and approachable Planner with over 10 years’ experience. She has worked in both Private Sector and Local Government, specifically within the Auckland and Canterbury regions.
Her experience covers a wide range of Planning, including specialist knowledge of residential and rural land use and subdivisions, commercial developments, variations and parks planning.
She is an expert in navigating the consenting process from start to finish
Vicky
Vicky is a forward thinking and friendly professional with two decades of experience in customer service.
Vicky keeps Plan Co. running juggling many various tasks including invoicing and account management, general admin support for the planners, leading business improvement projects and operational management. She also assists us liaising with Iwi and hapu as required. Vicky is passionate about wellbeing and fostering a positive workplace culture. She our leader in staff wellness, ensuring this is at the forefront within Plan Co. by organising staff outings, experiences and by putting staff through punishing fitness bootcamps during the summer months.

Xin
Xin is a passionate and dynamic professional in urban design and planning, known for her proactive approach and exceptional organisational skills.
With academic qualifications from China and the UK, she began her career in local government and has since gained over eight years of experience in both New Zealand and China. Her expertise spans resource consent processing, Notice of Requirement preparation, statutory and policy development, urban design review, and project monitoring, both domestically and internationally.
Xin's efficiency and proactive mindset enable her to deliver outstanding customer service and successfully lead projects. Her extensive experience in local councils has also provided her with a strong understanding of risk management principles and project processes.
